Change the the caps over see what you get, if it goes the opposite way then electrical, if doesn't move at all spool in shuttle jammed up or rusty from water in oil.

It does try to move but any resistance overcomes it. To get it going backwards we help it a little and it just about moves.

It would be unusual for both solenoids to fail, I'd suggest a pump out put test would be the first port of call as I mentioned earlier
