London to ban HGV's if not fitted with cyclist protection equipment

Read this article about banning HGV's if they do not have the right safety equipment in place. It seems this is mainly aimed at construction vehicles and tippers as the new requirement included the need for 'side guards'.

What do you think about this? Surely more needs to be done to educate the cyclists of the dangers of HGV's rather than more fines.
